Citizens Flood Insurance Requirement 2027: What Florida Homeowners Need to Know

If your home is insured with Citizens Property Insurance Corporation and your policy includes wind coverage, a big change is coming. Starting January 1, 2027, Citizens requires a separate flood insurance policy for all remaining personal residential policyholders with wind coverage, no matter your home’s value or flood zone.

That includes homes in low-risk Zone X. Without flood coverage, current Citizens customers can be non-renewed, and new Citizens policies will not be issued without proof of flood insurance.

The good news: you have time to get ahead of it. Here’s what’s changing, who it affects, and the simple steps to keep your home protected.

What is the Citizens flood insurance requirement?

Flood insurance is now a condition of keeping a Citizens homeowners policy with wind coverage. Florida lawmakers created the requirement in December 2022 and phased it in over four years. January 1, 2027 is the final step, when it reaches every remaining policy.

The rule comes from Florida Statutes §627.351(6)(aa) and §627.715. Citizens does not sell flood insurance, so your flood policy must come from another source: the National Flood Insurance Program (NFIP) or a qualifying private flood insurer.

The requirement applies to new and renewing Citizens policies that take effect on or after January 1, 2027.

The phase-in timeline: how we got here

The 2027 step is the last of five. Many higher-value homes and homes in high-risk flood zones are already covered by the rule.

  • 2023: Homes in FEMA high-risk flood zones, such as A, AE and V zones

  • January 1, 2024: Homes with dwelling coverage (Coverage A) of $600,000 or more

  • January 1, 2025: Coverage A of $500,000 or more

  • January 1, 2026: Coverage A of $400,000 or more

  • January 1, 2027: All remaining Citizens policies with wind coverage, regardless of value or flood zone

Could the 2027 deadline be delayed? Not at this point. A 2026 bill (SB 1024) would have exempted some Zone X and elevated homes, but it died in committee on March 13, 2026.

What this means if you’re a current Citizens customer

Your policy will need flood coverage in place at your first renewal on or after January 1, 2027. Citizens will ask for proof before renewing.

If you don’t have a qualifying flood policy, your home is no longer eligible for Citizens coverage, and your policy can be non-renewed. Losing your Citizens policy can leave you scrambling for homeowners coverage on a tight deadline.

  • Check your Citizens renewal date now.

  • Count back at least 30 days. That’s when your flood policy should be purchased.

  • Send Citizens your proof of flood coverage before renewal.

What this means if you’re applying for a new Citizens policy

Citizens will not issue a new personal residential policy with wind coverage without proof of flood insurance. If you’re buying a home or moving to Citizens after January 1, 2027, line up your flood policy before you apply.

If your flood application is still pending, a copy of the application and proof of payment can serve as initial proof.

Who is exempt?

You do not need to add flood insurance for Citizens if you have one of these policies:

  • Condo unit-owner policies (HO-6, HW-6, DP-1C, DP-3C)

  • Policies that exclude windstorm or hail coverage

  • Tenant contents (renters) policies — this exemption comes from Citizens’ guidelines rather than the statute, so ask us how it applies to you

How much flood coverage do you need, and what proof?

The requirement covers your dwelling (the structure) only. Contents coverage isn’t required, though it’s worth considering.

Your flood dwelling limit should be equal to or greater than your Citizens Coverage A. If that’s more than the NFIP offers, Citizens accepts the NFIP maximum you’re eligible for: $250,000 in the regular program or $35,000 in the emergency program. Private flood policies can offer higher limits.

To show proof, Citizens asks for:

  1. A signed Policyholder Affirmation Regarding Flood Insurance (Form CIT FW01), and

  2. One of these:

    • your flood policy declarations page

    • a pending flood application with proof of payment

    • for Citizens wind-only policies, a qualifying flood endorsement on your underlying homeowners policy

Don’t wait: the 30-day flood waiting period

Most NFIP flood policies have a 30-day waiting period before coverage starts. If your Citizens policy renews on February 1, 2027, your NFIP flood policy should be purchased by early January at the latest. Private flood waiting periods vary by company.

One more reason to act early: the NFIP’s current authorization from Congress runs through December 11, 2026. If it lapses, FEMA can’t sell or renew NFIP policies until Congress acts. Buying sooner protects you from that gap.

NFIP or private flood insurance?

Both can satisfy Citizens, as long as the policy meets Florida’s standard. The right fit depends on your home, your budget and how much coverage you need.

The NFIP offers up to $250,000 in building coverage and $100,000 in contents coverage. Most policies have a 30-day waiting period, and additional living expenses aren’t covered.

Private flood policies vary by company. Some offer higher limits, shorter waiting periods or living expense coverage. Only private policies at least as broad as the NFIP meet Citizens’ requirement.

Already have a discounted NFIP policy? Switching to private flood can end your continuous NFIP coverage, and you may pay full-risk rates if you return. Talk with us before you switch.

Does the Citizens flood requirement apply if I’m in Zone X? Yes. Starting January 1, 2027, it applies to all remaining Citizens policies with wind coverage, regardless of flood zone.

Will Citizens non-renew me if I don’t buy flood insurance? Yes. Without proof of qualifying flood coverage, your home isn’t eligible for Citizens, and your policy can be non-renewed.

Can I get a new Citizens policy without flood insurance? No. Citizens will not issue a new policy with wind coverage without proof of flood insurance.

Do I have to insure my belongings against flood? No. Only the dwelling is required. Contents coverage is optional.

I own a condo. Does this affect me? No. Citizens condo unit-owner policies are exempt.

When should I buy my flood policy? At least 30 days before your Citizens renewal date if you’re buying NFIP coverage. Sooner is better.
